Metro District seeks public comments on site options

Highlands Ranch Metro District manager recommends location for senior center

Highlands Ranch Metro District general manager Mike Renshaw recommended at a Feb. 17 board meeting to build the future Highlands Ranch Senior Center at the Highlands Ranch Parkway site, located south of Highlands Ranch Parkway and east of the South Broadway intersection, according to a news release from the district.

Public comments

The Highlands Ranch Metro District board of directors has opened a third public comment period, through March 16, to hear feedback about the future Highlands Ranch Senior Center site. Highlands Ranch residents can provide comments through the online form at, according to the release.

Written comments can be submitted to: Highlands Ranch Metro District, Attn: Senior Center Public Comments, 62 Plaza Drive, Highlands Ranch, CO 80129. Commenters must include their name, email address and a mailing address with written submissions, according to the release.

All comments will be reviewed by staff and HRMD board members and will be presented at the March 30 board of directors meeting. The comment form and background on the project are available at

Funding the senior center

Capital funding for the Highlands Ranch Senior Center comes from system development fees and interest earned on fee collections. System development fees are paid by the developer at the time of construction, according to the release.

The business plan for operations of the Highlands Ranch Senior Center assumes funding from user fees and property taxes. The long-term financial forecast for the HRMD does not anticipate any change to mill levy rates to fund operations of the senior center, according to the release.

This site for the project would not require any rezoning, as it is already designated as non-urban. A team of engineers also determined there won’t be a “measurable impact” to surrounding properties from stormwater runoff, according to the release.
