Downtown growth continues in Castle Rock, as a mixed-use building, The View, is being proposed on the corner of Sixth and Jerry streets.
The town's Design Review Board approved the site development plan in a March 10 meeting, following four public neighborhood meetings. The town council is expected to discuss the proposed redevelopment agreement for the property during the regular meeting on April 6.
The View is being developed by Castle Rock Development LLC, which is comprised of Treanor Investments LLC, Douglas County Properties LLC, and Rock View Holdings LLC.
The developer is proposing redevelopment of the storage facilities at the northeast corner of Sixth and Jerry streets into a mixed-use, six-story building with 221 for-rent residential units, 14,500 square feet of office space and 5,000 square feet of retail space. Altogether, the vertical, six-story building is more than 300,000 square feet, including the parking garage.
The project would also include 400 parking spaces. The Town will purchase 100 of the spaces for $3 million or $30,000 each. The fee will be paid using property and sales tax revenue.
The building would be constructed on a 2.01-acre parcel, which equals about 88,182 square feet, at 610 Jerry St. Nearby businesses include The Move office building and several restaurants.
Banks Floodman, a representative with Castle Rock Development LLC, said this is a great property with close proximity to downtown and quick access to Interstate 25.
“We want people who are living here to work downtown, but we are definitely going to get some commuters,” he said. “This property has great views, and we think it will be a great addition to downtown.”
While the building it planned at six stories, Floodman pointed out that the grade goes down between Willcox and Jerry streets. With that grade, the building will appear to be four stories from downtown, he said.
With town staff concurring, the traffic analysis commissioned by the developer says the public street system will be able to accommodate the increased traffic The View will generate. The traffic plan calls for:
• Adding a right-turn lane on Fifth Street for westbound vehicles turning onto Jerry Street
• Limiting east-bound left turns at Eighth Street and Wilcox Street
• Constructing a roundabout at Fifth Street and Jerry Street by the year 2040
According to town staff, the proposed project complies with all zoning requirements and development standards with the exception of landscaping, which pushed the developer to request a variance.
As the public process has unfolded, residents have expressed concerns over having too much growth downtown while business owners have expressed support.
Floodman said they expect to break ground on the $65 million project late this summer with construction expected to continue over two years.

The View is the latest project planned for downtown as others remain under construction. Encore, a seven-story building with retail and office space on the ground floor and 124 condos on floors two through seven, is currently under construction. Located near Town Hall, Encore will have a 601-car parking garage, including 308 spaces designated for public parking.
As Encore construction continues, the town council recently discussed adding a $2.2 million roundabout to accommodate the increased traffic the project will bring.
Between Encore and The View, at buildout, both properties will add more than 500 condos/apartments with two parking garages, accommodating more than 1,000 parking spaces.
